I just installed 7.04 in our test environment, created a test post and then opened the test post using Windows Live Writer's open menu.  Perhaps the issue is only present on a clean install of News Articles?  When you published your entries, did you publish with an account that has auto approval rights?  If not, then you won't be able to see the list of articles you've published.  You should be able to see a list of articles you've saved as a draft, though.
